Sounds like a Depot.

I think it sounds like a subsector capital. I don't think the Age of Sail had anything analogous to a Depot.

But are there more Admirals (or Grand Admirals) than Depots?

Canonical evidence is skimpy on that subject. There is presumably at least one sector admiral per sector. There may or may not be one or two more per sector -- a vice or two. The people in charge of the sector-wide specialists' departments (Surgeon-General, Judge Advocate General, Chief of Naval Intelligence, etc.) may be junior sector admirals or senior fleet admirals, we don't know. There is presumably at least one Fleet Admiral per fleet (~ two per subsector (there's a regular and a reserve fleet per subsector)). There are an unknown number of vice and rear admirals.
