What weapons do police carry?

OK. There are a total of 87 skills/benefits on the skill tables and possible from special duty. Here is my breakdown:

You are just analyzing appearances on tables, not the frequency of generating the skill due to the difference in frequency of using the different tables or attending the different schools, right?

A much more mathematically painful, but more meaningful, result would be the analysis of how likely you were to get a particular skill or how many levels of a particular skill you were likely to get in your usual 20 year stint.

Yeah, it would be more meaningful. But, it (as you said) is significantly more painful. Can't you just intuit that by looking at the tables? :( I will try to look at what skills occur on multiple tables that are available to the character in any 1 year, though.

This does give some indication, though, of how available certain skills are. For instance: Legal, Streetwise, Vehicle, and Service Weapon Combat (when you include the 1 Gun Combat) are all very available. Computer outstrips these, by virtue of the fact that I don't want to break out things like Hacking, InfoSec, CyberSleuthing, etc.

Sorry Fritz, the distributions look fine. I'm always asking for the 100% solution when 80% is fine most of the time. Good work, really.
