Benevolent Mega-Weapons

My Thoughts

Robocop (Is he still human? Who controls his programing? Can he over ride it?)
Pocket Universe Constriction activator (Safe distance? Who controls it?)
Reverse aging medication (How far back can be controlled? How expensive? Who owns it?)
Genesis terraforming equipment (rather small local transformation rather than entire world affecting bomb)

Robocop (Is he still human? Who controls his programing? Can he over ride it?) ...

That was pretty much the plot of the first movie, if I recall. And the second. I haven't seen the other.

Some of this can be played to the horror angle. Imagine salvaging the brain of a dead person to save his knowledge and skills - incorporating parts of the brain of a respected scientist into a computer with the idea that the scientist's knowledge and memories could then be accessed as a database even after his personality was gone - and then having the computer plead with you to kill it.
