Welcome to the new COTI server. We've moved the Citizens to a new server. Please let us know in the COTI Website issue forum if you find any problems.
We, the systems administration staff, apologize for this unexpected outage of the boards. We have resolved the root cause of the problem and there should be no further disruptions.
RT was early in 1987, and is the first edition. Go, look it up.
You may have been looking at a playtest draft, or you may have been using WFB 1E or 2E rules with 40K models and profiles (not hard to do - they're ≥95% compatibles)... Or, if the minis were 1" tanks, Space Marines (circa 1988), the first of the Epic Scale games.
I have not been able to locate the rules (I know I still have them somewhere). I looked around on the internet a bit, and I think what I recall may have been called "Laserburn", and may have been a Citadel or Ral Partha release, before GW got going (it used the same d6 mechanics, boltguns, space marines, etc). It was before Rogue Trader (I bought that too, 1-2 years later), and NOT the 6mm Space Marine game (I also have that). We used the simple rules I remember, a thin B&W rulebook in a flat box, to resolve a 30-ish per side skirmish in our Traveller campaign in the mid-80's - no one else wanted to try Striker , plus I didn't really understand the rules myself back then...
