Imperial Navy Tech Level

Does anybody know what the average tech level for the navy is in Mongoose Traveller? I was brewing up a new sub-sector (Thousandstar) and fleshing out the Imperial Navy presence there when I realized I had no idea what the average TL for the navy was.

If you're using the default setting, it's CT era (1100-1107), so the IN is TL15, with a large chunk of legacy TL14.

Most fleet units are TL14 or 15, J4, many colonial squadrons (which may or may not be subsector fleet units) will be J3 TL14, the rest usually J4 TL14.

HG states that the TL ranges from 10 (or is it 11?) to 15. I interpret that to mean that the IN procures some auxiliaries (non-combatants) at lower TLs.

Subsector navies can buy ships from any shipyard inside the subsector (this should probably be duchy rather than subsector). Logically they would mostly get their ships at the highest TL available in the subsector/duchy. So the navies of the duchies of Mora, Glisten, Rhylanor, and Trin's Veil would be TL15.

Another potential source of ships is obsolescent IN hand-me-downs, which, after the Imperium has been at TL15 long enough to have its entire main fleet replaced twice, should mostly be TL15. Since planetary navies would also be potential customers for such ships, there wouldn't be enough to go round, but there are probably some in most subsector navies.
