And let's postulate something else totally off the wall...
* we know the Zho KNOW that something is coming from the Core
* we know they don't want to conquer the Imperium
* we know they fear that the Imperium might want to conquer them
* current minor skirmish/stalemate wars require them to mentally 'break' many of their citizens, an act which is anathema to most Zho nobles
* they need a 10-30 year period where they can ignore the Imperium and concentrate on the Empress Wave
* so ...
Why not send a VERY deep sleeper cell through the Imperium, and find a suitable target to trigger a mass disruption of your biggest threat?
Use Psi techniques to persuade him that it is his destiny to take charge himself
(Shouldn't take too much Psionic nudging, most Archdukes are willing to believe that they are the Imperium's brightest and the best even without 'help')
Now your sleeper cell can 'facilitate' things - get this nobleman to go to Capital and assassinate the Emperor ...
Of course, Lucan's release of Virus and the total collapse of the Imperium went WAY beyond their plans

The Consulate hasn't done any of those things for a few reasons. First, psionics isn't as powerful as many would like to believe. Read the CT descriptions and pay close attention to aspects like range, duration, and cost along with what each talent can actually do.
Second, the Imperium and all other non-psionic polities have counter-measures and can respond in kind with a far larger pool of operatives.

What has always intrigued me is how effectively you could 're-educate' useful people using a combination of telepathy and say a doctorate in Psychology.
The Zhodani as represented are colorless, IMTU I have used sufism (think the dervish) and that the more powerful, like consular guards, follow an honor code such as from Musashi's five rings to give them more depth.
Sometimes goodguys wear black, but more often, there aren't any good guys, which is the historical truth. The Imperium is great until the condottieri come to burn your town down, then the Zhodani "think happy thoughts" system may not seem so bad. All is dependent on who you are and what your situation is.
The Taverchedle do just that...
