BTW, there's a bit of copyright fair use which says that a publisher can reprint periodicals indefinitely without recompensation (aside from any royalty promised) provided that the entire periodical stays intact. (Hence why the Dragon CD-set has ALL the adverts still intact.)
Primary purpose was for library use of bound annual reprint volumes (IE, Vol 1 issues 1-10 being bound into a single hardcover, and being reprinted in typical hardcover method) and for library CD-rom collections of archived issues.
There was comment on the Dragon CD about the why. (I have a mac... I can't use the interface, but I got to easily find some things not easily found on the interface!)
