I use the INT or less check because it speak to the character's ability branch out and adopt new ideas/things. INT or less is tailored to each character. Low INT characters won't have a lot of breadth in their skills whereas characters with 12+ INT will automatically choose what the player wants.

Something like an 8+ roll would make it universal for everyone, and I like the individualism (although, I suppose the 8+ roll could be modified by INT).

In LBB4 Mercenary a Marine that receives blade skill has to take it as cutlass, unless they succeed on a saving throw of 9+, DMs -3 if cutlass-1 already, -6 if cutlass-2 or higher.
