TL OF IMPERIUM

Assuming you mean during the classic era, yes. I think it reached TL15 c.1000.

For God's sake, don't ask about the RoM...

CT books had it that it was solidly TL 15 in 1105. DGP added a large number of high-population TL 16 worlds. If you take these as gospel, the Imperium must be said to have reached TL 16 by 1117. :mad:

Personally I regard all TL 16 worlds as borderline TL 16, having reached TL 16 in one specific area, but not being uniformly TL16. Most importantly they are not a source of large numbers of TL 16 ships or computers or weapons.

YMMV, of course.

In the Gateway era (c1000) the TL is 14 with TL 15 items slowly beginning to be introduced into Imperial military technology.

And in MegaTraveller, we have ONE TL17 culture, on the planet Sabmiqys (2117 Antares). And they too are not uniformly TL17, having cultural taboos on spaceflight, limiting that aspect of their society to TL8 or so.

The Second Imperium is approximately TL12 at the time of its founding, due to records (found here) of the existence of TL12 AI units for commanders (-2389) and development of Jump-3 (-2280). The veracity of the records cannot be verified, but the author claims them to be from canon sources.
 
The MT Campaign did indeed introduce a few TL16 worlds. If the Final War wasn't so final, You could've speculated that the 3I would have been a true TL16 culture by about 1140 or so.

One thing you need to look at about TL16: it isn't that big of a deal. There are NO major theory breakthroughs. All 16 does is make certain technologies smaller (building plasma weapons the size of assault rifles, fusion plants the size of soda cans, etc..). It is TL17 that has the major stuff (i.e. Anti-matter, Portable disintegrators).

The Darrian Confederation, in the Spinward Marches, boasted of a TL16 navy. It really wasn't all that impressive. There was no real visible advantage over a TL15 navy (Sorry, no Jump-7!).

The only thing that TL16 siginificates is that the culture is now only 1 step away from Anti-matter.
 
Remember the Imperium as a whole grows very slowly due to the dispersal of different worlds. CT did aknowledge that the Imperium was edging toward TL 16, mainly due to their trade with the Hivers.

Also, it might fine for the Imperium to go TL 16 but what does that substantially mean? As noted in the Darrian module the real breakthroughs come about TL 17 which no power until the Virus was capable of cracking. But, here and there the Imperium develops new processes that are TL 17 in nature but never as a unified theory or body of knowledge to apply everyday life.
